PDF Toolkit

PandaDev PDF Toolkit is a free, browser-based application for organizing, editing, converting, and comparing PDF documents. It brings 14 tools into a simple workspace with English and Spanish support.

Document processing happens locally on the user’s device. The application requires no account, document uploads, backend, or database.

Tool Description Compare PDFs Compare two documents page by page, with side-by-side views and highlighted visual differences. Merge PDFs Combine multiple PDFs in a chosen order. Split PDF Separate a document into individual page PDFs and download them together in one ZIP. Extract pages Create a PDF containing selected pages or page ranges. Reorder pages Arrange every page into a new sequence. Remove pages Delete selected pages from a downloaded copy while preserving the original file. Rotate pages Rotate selected pages or the entire document. Add watermark Apply custom text with adjustable size, opacity, position, and horizontal or vertical orientation. Page numbers Add numbering with a chosen starting number and placement. Edit document details Update the title, author, subject, and keywords. Images to PDF Combine supported images into a PDF, using image dimensions or A4 pages. PDF to images Export pages as PNG or JPG files, packaged into one ZIP download. Compress PDF Create an image-based PDF using adjustable JPEG quality and resolution. PDF details Inspect page count, file size, and document properties.

Preview before downloading

PDF-producing editing tools prepare a preview before offering a download. Users can navigate through the result to check watermarks, numbering, page order, and rotation.

The download uses the same PDF bytes prepared for the preview. Changing files, file order, or options clears the previous result so users can generate an updated preview.

Watermarks default to horizontal, including on pages with an existing rotation. Users can also choose vertical text.

Visual PDF comparison

The comparison tool displays:

• The original document.
• The revised document.
• A difference view with changed pixels highlighted in magenta. Users can adjust sensitivity, navigate between page pairs, and see the changed-pixel percentage for the current page. Missing pages and different page dimensions are flagged.

Comparison matches pages by number. It does not interpret wording changes, automatically match content moved between pages, perform OCR, or verify document authenticity. Layout shifts and font rendering can produce visual differences.

Single ZIP downloads

Split PDFs and exported page images are packaged locally into one ZIP file. This keeps related outputs together and avoids multiple individual download prompts.

ZIP packaging organizes the files; it does not guarantee a smaller total file size.

Privacy and security

The application processes document contents in browser memory.

• No document-upload service.
• No user accounts or authentication.
• No database or cloud document storage.
• No application telemetry or analytics.
• No persistent document history.
• Bundled scripts, system fonts, and a self-hosted PDF rendering worker.
• Input and rendering limits to reduce excessive resource use.
• Security headers configured for Render Static Site hosting. Original files remain unchanged. Generated PDFs, images, and ZIP archives are downloaded to the user’s device.

Loading the application still requires requests to its hosting service, which may maintain ordinary access logs. Browser-local processing does not eliminate risks from malicious files, parser vulnerabilities, or limited device memory. Interface and accessibility The interface includes a searchable tool catalogue, focused workspaces, readable typography, and clearly highlighted actions.

Important limitations

• Compression is lossy: it converts pages into images, removing searchable/selectable text, links, forms, accessibility tags, and vector detail. The output may be larger.
• Password-protected or encrypted PDFs are unsupported.
• Rewriting PDFs can invalidate digital signatures or discard unsupported document structures.
• Metadata editing is not a complete document sanitization tool.
• Standard watermark fonts have limited character coverage; long text may exceed page boundaries.
• Large or complex documents can exceed browser memory limits.
• OCR, secure redaction, digital signing, and Office document conversion are not included.

Users should review downloaded results before relying on them, particularly for signed documents, complex forms, or important records.
